Outcome:

Start with a blank canvas of your favourite size. I
used 320 pixels by 120 pixels.

Next, paste your render into your canvas. Cutting out the render is not necessary if the background is simple.

The other image we are using is a city landscape at night time. This is what I used. Search 'City Night' in Google.

Now we make a new layer. This should be your 3rd layer. The first layer is the background. The second layer is the model and you can paste your city landscape as your third layer.
Change the city layer to Lighten and use a soft brush on 50% flow to erase the parts around the face.

For the 4th layer, duplicate the model layer and move it to the left and change the blending options to Overlay or Colour Dodge.

For the 5th layer, duplicate the model layer and move it to the right and change the blending options to Overlay or Colour Dodge. This is very close to the previous step.

Next, we paste our city scape on to a new layer. Move the City render to a different area around the face. Brush away until you are satisfied. Leave the layer on normal this time and turn the opacity down to around 29%.

Next, take your favourite brushes and use white and fill in some of the more boring areas. Take that layer and witch it to colour dodge. Then hit CTRL + U and turn down the lightness. You can also tweak the colour as you see fit.

Alright, now go to your 2nd layer, the model. Get the magic wand tool and make sure the tolerance is set to 30. Select about 3 parts of the face. It should look something like this:

Next we Edit > Stroke > 1 pixel white border on a brand new layer. Switch the layer to Overlay mode and 55% opacity. Also move the lines slightly over on her face. Place them where they look good.

Now, will in some of the lighter areas with a favourite brush. In my case, I stamped the bottom right corner and turned the opacity down to 55% for a better blend.

Once again, make yourself a new layer. Go to Image > Apply Image. This will fill the new layer with a rasterized layer of what you have done so far.
Then go to Image > Adjustments > Gradient Map and use Black to White. Switch the blending mode to Overlay. Then erase the parts around the face.

On a brand new layer, do Image > Apply Image. This time, switch the blending mode to Hard Light. Then go to Image > Adjustments > Levels. Erase most of it with a soft brush on 70% flow. Leave the parts you'd like as highlights. It should be looking something like this:

Now make a new layer and do Image > Apply Image. Then Image > Adjustments > Gradient Map and choose Black and White > Opacity Level 48% with the blending mode set to Overlay.

New Layer > Image > Apply Image. Now do Image > Adjustments > Gradient Map > Choose blue and orange. Change the blending mode to Hue and opacity level to 31%. Then hit CTRL + U and check Colourize. Change the colour to whatever looks good. I used a Yellowish colour.

Next, I made a new layer, Image > Apply Image and then Filter > Sharpen > Sharpen. I erased most but left some on the hair. Do what looks good for your settings.
